As a government-funded organisation, the ODA was subject to EU procurement regulations, with specific guidelines on transparency, fairness and non-discrimination for managing competition.
As well as working to these principles, the ODA had its own priority themes, which underpinned the construction programme:
The ODA consolidated all of these aims into a Procurement Policy. At the core of the Policy was the ODA’s Balanced Scorecard, which showed how the ODA’s priority themes would be applied to its procurements.
In addition, the ODA required its supply chain members to advertise subcontracting opportunities on the CompeteFor website, which generated over 8,000 opportunities. The ODA also monitored the financial stability of its supply chain and worked to prevent insolvency within it.
